Regulations and planning conditions

Through regulations, the Riksbank identifies companies that are assessed to be of particular importance for the execution of payments and requires that the companies plan and prepare to be able to maintain their payment operations during peacetime crisis situations and in the event of a state of heightened alert, and ultimately war.

Pursuant to the Sveriges Riksbank Act (2022:1568), the Riksbank is responsible for ensuring that the general public can make payments in peacetime crisis situations and states of heightened alert, and ultimately during war. This means that, through its regulations, the Riksbank may identify which companies conduct business that is of particular importance for payments. Through these regulations the Riksbank also sets out the companies’ obligations with regard to planning and preparation, as well as training and exercise activities. In addition, the Riksbank will lead joint work together with the companies. Finally, the Riksbank shall monitor that the companies meet their obligations.

This version of the regulations came into force on 1 February 2024. The Riksbank has produced proposals for new regulations in which the requirements have been developed and are proposed to cover more companies. The Riksbank has sent proposals for new regulations for consultation. It is proposed that the new regulations come into force on 1 January 2027. 

The Riksbank has therefore also drawn up planning conditions to support companies in their work to fulfil the requirements of the Riksbank’s regulations. When the new regulations enter into force, the Riksbank will publish an updated version of the planning conditions.
